Participlan’s projects & legacy

  • Franklyn Harvey, founder of Participlan, passed away on May 16, 2016. As a consultant he participated in projects around the world with social change organizations, providing support for a wide range of community and non-profit efforts. Below we provide an overview of some these efforts, demonstrating his impact on many, many organizations, making the world a better place.   • Worked on the conceptualization, design and planning of the CIDA-funded 6-year LED program (CARILED) for the Caribbean region involving FCM (Federation of Canadian Municipalities) (the Lead agency), CLGF (UK based), CALGA (Caribbean) and CFLGM (Caribbean local government Ministers). CARILED is currently being implemented in seven countries of the Caribbean as the first major phase before involving the entire region.
  • Developed a business model for the MSME sub-sector within a national economy for application to the Caribbean in order to gain the advantages of a corporation while at the same time building community. The business model is currently focused on a national program of hydroponic and natural farming in low-tech greenhouses in rural and urban districts of Guyana.
  • Assisted Canadian and Indian partners to establish and strengthen a national network of institutions, government departments, businesses and NGOs to develop a renewable energy program for rural areas across India. Our work involved all aspects of the program from analysis, crafting strategies, energy generation and distribution to marketing, financing and network organization and governance.
  • Worked with a team of local consultants in Guyana to undertake a situation analysis of the planning and delivery of the World Bank funded HIV/AIDs program by line Ministries. Developed a Public Sector strategy and first phase action plan for the institutionalization, mainstreaming and sustainability of work on HIV/AIDs.
  • Worked with the Office of the President in Pakistan, provincial and local government officials and societal stakeholders to develop a local government association for advocacy, strengthening of individual local governments and the sector as a whole. The strategy included modeling an association while creating it and building the association first in the Punjab before expanding it nationally. Within three years of its formation, the association has become an influential player in the governmental system of Pakistan.
  • Conducted a review of decision-making and democratic structures in the world-wide organization of Amnesty International (AI). Undertook intensive consultations with international governing committees, the international secretariat in London (England) and members of staff of the sections in the Amnesty global regions. Facilitated a process of building consensus on strategies and the design of an inclusive organizational framework for decentralization.
  • Guided the shaping of vision and crafting of strategies with a strategic implementation plan for the international arm of FCM.
  • Advised on and facilitated the establishment of the National Council of Visible Minorities (NCVM) as the organized representative of over 10,000 Visible Minorities in the Federal Public Service of Canada. Guided the development of an Action Agenda on Employment Equity as well as strategic directions for NCVM.
  • Designed a strategy, program and structured relations for building a “Partnership in Action” between the police and vulnerable communities within a decentralized police service delivery system in the Ottawa-Carleton region of Canada. Developed a joint police-community protocol for crisis response.. Worked with the Police Chief, departments and communities to implement action networks and the regional community-police body – COMPAC.
  • Designed and facilitated a dialogue of CIDA officials and representatives of approximately 100 Christian and Muslim NGOs. Two working conferences were held that resulted in agreement on collaboration and guiding principles for partnering in development.
  • Worked with the Canadian Baptist Relief and Development Committee (CBRDC) to design and facilitate two week long Southern Partners Consultations, one for Asian partners in India and the other for African partners in Kenya. The second phase involved a joint African, Asian and Canadian Partners Working Conference in India that analyzed forces driving change, shaped vision and strategies for community empowerment as the focus of CBRDC’s program, and developed principles and mechanisms for cross-national and international networks.

  • Guided the creation and strengthening of local government associations in Africa, Asia and the Caribbean
  • Worked with Canadian Hunger Foundation staff to develop, plan and launch the capacity building of major civil society organizations in Guyana
  • Guided the development of an Action Agenda to address issues regarding Visible Minorities in CIDA
  • Undertook an organizational review of Amnesty International (Canada) and guided organizational change including the development of Amnesty’s first development plan
  • Designed and facilitated a participatory process in Oxfam Canada to conduct a strategic analysis, shape strategic directions of change and develop a program plan
  • Adviser to the Voluntary Sector Initiative involving the Federal Government of Canada and the voluntary sector
  • Adviser on the conceptualization and development of SMEs in Canada, the Caribbean and Dubai
  • Gender studies, policies and strategies for economic development and community programs in the Caribbean, Africa and Asia
